Housing Inventory & Point-in-Time Counts

The Housing Inventory Count (HIC) provides HUD and BTG with information about the shelter and housing capacity of the homeless crisis response system. It reflects the number of beds and units available as of the Point-In-Time Count date that are dedicated to serve persons who are homeless (and, for permanent housing projects, persons who were homeless at entry), per the HUD homeless definition.

The Point-In-Time Count (PIT) provides an estimate of homelessness on the neighbor islands of Hawaii, Maui, and Kauai on a specific night during the last ten days of January each year. The estimate adheres to HUD’s definition of homelessness which includes individuals and families residing in emergency shelters, transitional housing facilities, and people identified as sleeping and living in an unsheltered location on the night of the count.
